When do I apply for a WBSO subsidy?

Suppose that, as an entrepreneur, you have come up with an innovative project and are willing to put in the hours to further conceive and develop this project. This will entail expenses. Did you know that you can get part of the labour costs associated with the research and development costs subsidised? This falls under the WBSO subsidy. What is WBSO subsidy?

WBSO stands for Research and Development (Promotion) Act (Wet Bevordering Speur- en Ontwikkelingswerk), an attractive tax scheme that encourages innovation in Dutch companies. The WBSO allows entrepreneurs to save on labour costs and other expenses of research and development (R&D) work. The subsidy is offset against the payroll tax payable. This means that, every month, you will pay less payroll tax to the Dutch Tax and Customs Administration. This reduction is:

  • 32% of time & costs/expenses attributable to projects up to €350,000 (first bracket);
  • 16% from €350,000 (second bracket).

In addition, the following applies to self-employed workers without employees or other situations:

  • Starters are subject to a 40% rate on the R&D wage bill.
  • The flat hourly rate is €29.
  • Self-employed persons are subject to an increase in income tax deduction. In 2024, this was €15,551, and self-employed start-ups are eligible for an additional deduction of €7,781. To qualify, you must be self-employed and spend at least 500 hours on eligible work per year.

Which projects are eligible for WBSO subsidy?

A WBSO subsidy application can be submitted for:

  • the development of a technically new physical product, production process or technically new software;
  • technical scientific research.

For whom is the WBSO subsidy interesting?

Dutch companies that pay payroll tax can use the WBSO subsidy, but so can self-employed entrepreneurs who pay income tax.
